Non-issue of bill on cash payment

I had purchased a Woodwards Gripe Water from Chawla Medical Store, situated near Dayanand Chowk on Garha Road, Jalandhar on May 26th for Rs. 35.00 only. The cashier refused to issue me with an original cash receipt, stating that they do not issue receipts for amounts below Rs. 100. On repeated request he stated that the computer is out of order and the receipt cannot be issued. Kindly look into the matter and advice, as to how or why a seller refuses to acknowledge/issue a cash receipt when a consumer demands it, irrespective of the amount of goods purchased.
