Non-Referral to Nearest Clinic

Sir,

I visited the Delhi Cantt Polyclinic today to get my tooth fitted which was accidently got broken. The doctor replies till all the teeth are in intact you will not be provided with artificial tooth. First you are to get removed all your teeth because the polyclinic is only providing full dentures, not one tooth facility. Can a patient expect such type of reply from a doctor? This reply from DS-3 Doctor from ECHS Poly Clinic, Delhi Cantt. Now I have to get treatment from private clinic by paying from my pocket. Then What is use of this Paid treatment which is compulsary for all ex-serviceman?
