Non receipt of policy papers

Jeevan Sahara people have send the person to collect documents for mom, dad and myself. They said you can make payment credit card. I have given documents and made the payment throught credit card in somewhere in feb. After calling me they said the policy is not given to you and payment made by you will be not charged. In month of april when i saw my statement i has received debit for the same amount of Rs 9508.08.
