Unning away with upfront fees

I have been cheated by several people in india till now

they ask upfront fee and run away then

- dont pay for the work done

- dont reimburse the fee as agreed in the contract

- dont give work at all

one of these people is a person with a company in singapore and living nowadays with his parents in pune

i have been dealing with him for 3 years now

but had never expected he should do the things he has done now

i am not disclosing his name yet as he has still 3 days that he is still willing to solve the issues

has some one also experiences with a company in singapore asking for upfront and running away

send me mail, i will disclose his name to you if i feel it is about the same person
