Very slow speed

I had bought a usb data card from bsnl Etawah, circus telephone exchange on 03-07-10 .I find it very tough to connect to any website because the speed is very slow. I have verbally complained regarding the this matter. I also request if they can return my money to which they said the services will improve after march 09.Hope my problem gets solved through this complain.
