Not giving connection

Sir, My name is Shabin Rahman (9995310013). I have been consulting bsnl exchange in beypore since 28th august for applying a new connection for broadband. First time they told me about the rain so they could not dig ground. After 2 weeks the told that lightning and thunder has blown so many phones, so they are busy working on them. Also told that they could given connection previous time. For the last time i went there yesterday, oct 5th to talk. They told me they WILL NOT give me connection. For the whole time, they didn't allow me to submit an application form for the same. I dont know if they are waiting for bribe.
