Reg.a connection of broadband

Dear sir, I am Rahul kumar Chaudhari residing at Uchchhal, Distt. Tapi. I applied for bsnl broadband on Jan.1 forthe new connection. After one week They gave me a land line connection and told me to give broadband connection within a week. But, after fifteen days they did not provide me a connection. When I asked him for it they told me that as the work in progress it would take some time to give me modem. Now, before one week they informed me that the modem had come but as it is in Songadh, I have to goto Songadh. Now tell me is it my duty to bring it from Songadh? The modem has already brought ib Songadh but they have nto broght it and fit it. Now.what should I do?
