NOT Repairing the line

I was using BSNL Broadband service with landline no 08352-271722 from past three years, but from almost from past two years my connection is dead. even after giving complaint to the concerned officials, they told due to some cable problem the connection will be repaied soon, but till today (26-05) my connection is not yet repaired. but the bill is coming to my address without fail. i am not getting any idea about how to get my connection get repaired and cancel the bills which was coming frequently.
