Telephone bill

My BSNL land line number is 2250758.I have broad band connection on this number and the plan is HOME 500 Combo. But BSNL charged ONE INDIA monthly rental and Combo both on my August telephone bill (Bill no-97617233 & Consumer no-550400), I contact (13/09) with my local exchange (Memari) they are said that "We cant do anything".
