Overrbilling

I had 3g usb stick with unlimited plan for 1500/- approx per month. without any intimation they changed my plan from 18 feb to god knows which plan. after that i came to know about this changes in my bill generated on 8 march (RS 100088/-). i went ahead and asked for disconnection on 15 march with a formal letter acknowledged by the cto in charge. but still it has not been disconnected and this month yet again i got a bill of 2 lacs. pls help what should i do next.
