Sepeed is not as per claim 3g Data Card

I Recently Purchase BSNL 3G Data Card with the speed of 7.2 Mbps speed (As BSNL Claimed). But Hardly I am getting speed of 50 kbps. Its really worst. (Not working). I Paid 500 Rs. more for this. as BSNL is taking charges of Rs. - for BSNL 3G Data Card -3.1 Mbps while Rs 2500/- for 7.2 Mbps for the same. To work on this speed is really terrilbe and even its taking long time to open a page by this speed.

Now I have another issue. as with first Recharge I get 500 MB free dowloading Uploading and 50Rs. talk value with the3g SIM. (3G data card.) but my 3G data card is not working. When I contacted to customer care. I have been told that my balacen is Nil. Since I remberber i did not spent a single call from my existing balace and even my total (downloading Uploading) shows 222MB while I get 500 MB free with my first recharge.

I contacted many time on customer care but did not get any satisfactory anwer till date.
