Not activated the account / not ready to refund the amount

Hi I am Nikhil. Jadhav. I had purchased a Reliance Data Card from this site called connectindia.in where a sales person by the name Krishan Kumar had called me and told me to do the payment and told me that the connection will be activated in 12 hours, I purchased it on 4th of Feb its been nearly 11 days that they have not yet activated the connection. They are not ready to pick up the call and attend the problem. I have submitted all my documents to them. I have also made a payment of Rs 1599 . But yet the connection is not activated. Avinash - 9243030303 Bangalore Incharge. I have typed at least 15 mails asking them to activate the connection they have not yet activated. Now they are not repay the amount also. What should I do?
