Non delivery of hard disk after 8 months of payment

I had ordered a credit card size hard disk online (Reference TVTNWEB 1142) on 4th January for Rs 2990. I never got the product and I have been calling the company every month and have had heard various excuses. Finally in May they said the product is not available and would process my refund. In June when I called up again they said they have not yet began my refund process and it takes 45 days for the refund to be processed. I gave them an alternative on whether they can give me alternative items instead of the hard disk and they said they cannot do that and will have to process my refund. It is now 60 days after that incident as my last communication with them was on June 28th. Is there any way I can get my money back? I am really desperate as the company is in Delhi and I am in Bangalore and everytime it takes a lot of my money to call them and they never seem to be returning my money.
