Indiatimes Shopping cheated me

I had booked an order for Electrolux Microwave Oven and the Reference No. given to me was 15112009701165. Against the order Rs.4290/- was deducted from my Visa Card but the product has never reached me. Whenever I tried to contact the customer care, they play only music and doesn't bother to attend my call. I don't understand where to go, to place my grievance, to be solve and get my product or my spent credit card money. I feel very much frustrated being cheated by this Indiatimes shopping company and here I am to lodge complaint for a favorable solution.
