Product not delivered and money ot refunded

I placed an order online on 29th July and paid Rs. 799 throught net banking for a bouquet of flowers to be delivered to Bangalore on 1-st August. Till Date the flowers have not been delivered and the company executives insist that the delivery has been made. There is no receipt that has been issued. The customer service numbers are always busy (9230721101, 9230765100, 9230721098). Is there anyway to get my refund?
