Refund of Money

I had subscribed to hathway internet services (broadband). Due to some technical problems they could not do the installation and thus the service has not started. This was around december. 5 months have passed, but they are not responding to refund me back the initial deposit they had taken for installation. Also they keep on sending me monthly bill for usage of internet, when the services are not even installed.
