Ad network and not having speed of modem only 30kbps its coming they told 236kbps

I taken one idea net setter modem but it is not working properly its coming only below40kbps speed they told 236kbps. and network also bad.and i called customer care they also not respond properly simply they cut the balance also and i gone to main idea office in tumkur also they also not respond properly.i dont understand where i tel my words.i taken that modem for2200rs recently.for that speed we use internet in mobile only know why we take modem
