Cake not delivered at all

Hi,

I ordered a cake on 17th August to be delivered in Chandigarh on 19th August. I called the vendor on 19th August to ask at what time they will be making the delivery & they kept saying that it will be delivered & it was not delivered on 19th August. So I called them up the next day & then also they said it will be delivered today. It's been 4 months & no refund came as guaranteed by them. Please find the below confirmation email from them.
