Non receipt of refund from last 15 months

I have made payment for nine vouchers on Apr 28th. The same was returned also as the parcel not reached me on time. The weight of the parcel should be around 27 kg but it was only 2.5 kg only. The company person has assured me for the refund of Rs.23000/- within fifteen days. But till today i haven't received the refund and nearly thousand of mails have been forwaded but only false hopes & assurance are their in the mail. Even i have mailed them the payment details in May & also the courier returned acknowledgment in Jun. But they are saying our system has not uploaded it. They themselves says that we are working with the useless systems. What should I do to get my refund. Please any one could help me out.
