Refund not received

I placed an order for a mobile phone with India Today Book Club on 28 August. I did not receive the product then I cancelled the order on 18 September.

As of now I have not received the refund. I have been following up with their customer care and every time I have been asked to wait for 1 week more. Now Its been 3 months and still they are telling me to wait for 1 week more. I dont know when their 1 week will be over.
