Delay in resolving billing issue

I had recharged my mts data card for 999 through online recharge. The recharge was a failure so i did it again. it was succesfully recharged the second time. Bt the next day, i realized that i was billed twice. I was charged 999 twice. I have been calling mts since november 4 but till date nothing has happend. They make false promises of resolving my issue and refunding my money. I am helpless. Mts doesnot value their customers. They are rude and make false promises.
