Slow speed

I am using MTS data card. i have recharged it with rs 999 unlimited plan . i m getting very poor speed of 100 kbps only . i have complained to costumer care . it had been one week bt having the same problem. so whats use of paying such huge amount when there is no service. my data card number is 9150960241
