NGPAY
Non refund of money on failed recharge of DTH

I did a recharge of 1000 for my reliance big tv using NGPAY on 10th july. the transaction failed but amount got deducted from my bank account. NGPAY application however gave message saying there is some problem on the banks side. the money is still not refunded. repeated attempts to call NGPAY customer care failed as there is nobody to attend my call. ABSURD.
