Non-completion of order and refuse to refund

I had placed an order with www.allschoolstuff.com nearly 10 days back. But am yet to receive the order and they also have a pathetic customer service. Firstly, no body picks up the numbers published on their website. If you manage to get through, they inform that the product is out of stock and dont know by when, the same would be made available. If you want to cancel the order, they inform that as per policy they do not give cash refunds. A clear case of online frauds and theft - first take money, then say product is not available and finally refuse to give refund.
