Ortel communication
Not refunding money

I have applied for Internet service from "Ortel communication" in the month of May and deposited all the require fees. But later they did not give me connection because there is no such Internet facility is available in our part of my city. I have submitted all the documents for refund in August but still they are not refunding my money.
