Non delivery of product and not refunding money

I had purchased laptop from timtara.com on 15/10. order no 10339024 of rs 33690. i was assure to deliver product in 15-20 working days. till date 15/12 laptop not delivered and since last 20 days i am trying to cancle my order and for refunding my payment. but no one is responding to me. coustmer care only says it will be done in next 48 hours. but this time is never coming. kindly help me out to cancle and refund my money.
