Remote computer did not respond

I got a recharge done for Rs.303 on my mts data card 9135075583 on 10/01. The recharge was accepted but i was not able to connect to the internet after that. When inquired, i got to know that since the device was not used for a long time, it was blocked from any further use. If it was blocked, why the recharge was accepted then? Is there any way to get the money refunded?
