Took deposit but didn't do work

He took deposits from me and my business partner but never delivered the completed work. He did some work and then promised to complete it but never did. He is an outsourced web designer doing work in Canada and USA. His site www.seowebplus.com was his but he has closed it down. He did so little work that what was done has very little usable value. He ignores us now when instant messaged. We have warned him we would post a report on him here but he obviously doesn't care to be honorable with us.
