Refund of advance against BroadBand Connection

I have applied for Wi Fi Broad Band connection vide CEF No. 2852024 on 18/09. An amount of Rs.500/- given by me as application/ instalation charges.

After a week when I checked the status of my application through 44444121, they refused me to provide the connection due to some technical issue, I said "If you can not provide me the connection, that is ok but at least return my money as soon as possible. The told me that money will be refunded upto 10-Oct through DD. Till date I have not received the said amount inspite of my repeated reminders through 44444121. Each time they give me a request no. and possible date for the refund.
