Ejected for connection

I got a call from an airtel executive for broadband connection and i called him home for the documents and money. he took me 1100/- and told me that the connection will be connected by day after tomorrow on

(09/04/10). he did not come that day, and when called him he did not received my call and then i called from my other no. he received it and when i scolded him, he said tomorrow on 10/0/10 definite the connection will be connected. he did not came again and i had to call him, this time he rejected for the connection to be made and says the money will be refunded after 30 days. what you will say, its foolishness or the way to borrow money. they dont even know that where they have connections.
