No proper service and refund delay

We were planning to take an internet connection so we contacted the Airtel people (Bangalore). They were very interested in the beginning they sent their people the next day of our call to check the whether there is scope of internet connection in our area or not. The same day (27-07) we filled the subscriber enrollment form having the SEF number TBLR 0130300. We even paid that guy 500rs as amount which should be paid along with the SEF. For almost a week we didn't receive any calls from the airtel people, after contacting them several time only they told us that connection is not possible in our area and money will be refunded. Till this day they have not refunded the money back to us nor contacted us. We receive a very cold response if we try to contact them. We would like Airtel people to resolve this problem as soon as possible and refund our money.
