Data card :- Download speed 2-to-3 kbps!

I purchased a data card from Radical Communication in Lajpat Nagar which cost me Rs.4999 which was non-refundable, the sales man was not able to make it run on my laptop and gave me an excuse that they don't have window vista software they told me to go to there okhla branch there they some how managed to run it but i was getting the download speed of 2-to-3 kbps. When i complaint to Radical Communication about the problem they told me to go to there Yusafsarai branch and they send me to another branch and so did the other. I went to 5 branches of there but still i am getting the same problem now i am fed up of them and looking forward to file a case on behalf of consumer forum.
