Refusing to pay the deposite amount

I purchased a tata indicom plug to surf product on the mont of june- 2008 at Aravind TVS showroom at Thiruvanmiyur. I had paid a deposite amount of RS1000/- for the connection and RS 2500/- for the modem device. Due to service delay I cancelled the connection. They repaid me only RS - and got back the device. But they are refusing to pay the deposite amount of RS1000/-. I complained about it to the TATA INDICOM head office at Royyapettah chennai. They asked the showroom owner Baskar (Mobile: 9282228001) to repay the deposite amount. But he refuses to pay me my money even after the head office said to pay me. I visited many times for the past 9 months and got tired. I feel this as fraud.
