Money not returned after tour got cancelled

Atharva Travel had organised for a complete Himachal tour in Jan. My mother Aarti Jadhav paid 16, 500/- (Sixteen Thousand Five Hundred) for this tour. Later the tour was cancelled. Its 4 months now that we are still strugling to get our money back. the propritor of Atharva Travels Mr. Shrish Khedekar is fooling around and making excuses for returning the money.
