Supply of leakage cylinders

I have been supplied cylinders after submission of last day complaint but both the cylinders supplied with leakage. when i wanted to submit my complaint in writing on dated 24.4.08, the official refused to give acknowledgement. asking he replied, not in a good manner, submit verbally your complaint not in writing. why? whether they do not take written complaint because last day also i had applied written complaint.

i have got the phone number of public information officer (PIO) of the flame, Indane oil, south patel nagar, new delhi but is always busy or not responding. how can we contact the PIO?
