Pm meter faulty

I buy new bike in Aug 08 .Last week suddenly my bikes rpm stopped when I went to my authorised service centre after check they told me the meter is jammed so gear kit is damge we charge for gear kit and labour charge. And rpm meter repair charge is extra. Under warranty it is right? I have the bill for it can any one tell me this is right or wrong
