Paint peeling off from petrol tank

I have a Bajaj Discover bike bought from dealer M/s Kiwraj Motors, 100 Feet Road, Indiranagar, Bangalore on 14 April 1996. From past three months the paint above the petrol tank has started peeling off.By now almost half the paint has peeled off in one side.(Copy of photos attached).

When I contacted the dealer from whom I bought the vehicle, the service mananger informed me that they cannot do anything, and they asked me to contact the company. As per the dealer the tank has to be replaced at a cost of Aprox Rs 4500.

I sent two mails to bajaj company through their grievences mail. But till now no reply.
