Akwas average, cannot know when fuel will empty

I bought bajaj xcd 125 in end of dec.in first month i got avrg about 90km/l.after first service i got avrg below 60km/l from service centre amin auto agency, anand.in a one day i have to pay more then two times for fuel.why company making fool to customer that this bike has an avrge of 109km/l.and i also want to know that how i can know that bike is in reserve or in auto chowk.one more thing when i went to check avrg of my bike from service centre that time they didnt have petrol for checking avrg.what a service centre and customer service company given to customer.
