Did'nt provide a VAT numbered bill and sevice on time for a mobile

I have purchased a mobile handset named Lemon-201 from a mobile shop named"Balajee Mobile" dated 27-05-10 but at the time of purchase I don;t know that the VAT number should be there in a genuine bill so I accepted the bill without the VAT number. after one week the mobile starts disturbing and not working in a proper way so I went to the shopkeeper to provide me the warranty service he just kept it (Mobile and Charger) without provide me any receiving and told me that receiving will be given to you with the mobile when it will get repaired and come to us from the service center which is in "Siliguri (west-bengal)" but after two and half months I got the mobile from him but the charger of the mobile is yet undelivered and I did'nt get any authorized service center receiving. So I have doubts on some points first whether the shopkeeper provide me the genuine mobile Bcz. bill provided by the shopkeeper is doesn't include any VAT number second, was he really send the mobile to a authorized service center or not. Kindly help me and save the other customer if any kind of fraudulent activity is involved here Bcz. the shopkeeper continuously selling the mobile with the same kind of bill above discussed.
