Money debited but no cash received

My wife holds a savings account in Bank of India, Kaushambi branch, Ghaziabad. On 08/05/08, I used the ATM card of my wife to withdraw Rs 5000/- from ATM machine of Allahabad Bank, navyug market, ghaziabad.the money was not dispensed. I immediately again tried for Rs 5000/- but again no money was dispensed. To our utter suprise, this money (Rs 10, 000/-)was debited from my wife's BOI account. We have submitted all details to BOI but to no avail. I even contated Allahabad Bank but the bank says it cant do any thing in this matter. Kinldy help.
