Irresponsible behaviour and breaking the law

Bus no. MH01 L9343 Dt: 15/12/09 Time: 6:15pm. Route: 210 dahisar depot. This is when the driver of this bus was talking on cell phone while driving; now I want to know what action will be taken by government against this driver when common man is not spared from breaking such law. It was so irresponsible from his side when he risked the lives of 20-30 people inside it.

When government servers only will do such things what can they expect from common man.

I am very much interested in knowing what action will be taken
