Not providing the Refil cylinders without Ration Card

Hi,

I have newly shifted to chennai and applied for a Bharat Gas connection. They have provided a new connection with the Employment letter from my company. But now they are refuing to provide me the Refil cylinder without ration card. I have applied for the name removal in my native place and it will take some time to get this done.

IS RATION CARD IS MANDATORY FOR GETTING A REFIL CYLINDER? I
