Rude And Arrogant Behaviou

Today i.e. 7/11 when I called to book our cylinder Mr. Parmar who attended my call told me that his agency person will come to our place after 2 days for verification and checking of gas pipe and if the gas pipeline is damaged they will replace our gas pipe for that we have to pay Rs.140 and also we have to pay Rs.40 for verification. When I ask him why you are charging verification charges, verification is done for companies information purpose to update your data then why you are demanding money then he said very arrogantly that if you do not want verification then in future if some problem occurs we are not responsible for that.

I would like to know whether your company is really not responsible by just saying the above words if so please give me this in writing.
