Freekook two policies

I have taken a policy (500-1560019) from bharti axa in augustand bharti axa send me policy bond on 7th march after that i submt policy bond on 12th march in sriganganagar bharti axa branch (rajasthan) for cancellation, when this is a rule of irda the policy can be cancel with in 15 days after recieving of policy bond--then bharti axa even i have a another policy (500-1418267) taken in julu 2008 but bharti send me policy bond on 3th april and i have submit policy bond on 13 april for cancellation then why don't bharti cancel my policy (and plz check the date of recieving of policy bond)
