Extra billing

I am a citizen of bihnagar (madhubanni district). I am facing a problem of paying the bill of a month many times from 2 years. I have paid a bill of a month. Then, also its amount is included in the second month's bill. And also when I paid this bill, in the third month the bill includes the second bill. And this is a contineous problem. I have complained many times in the electrical office, but I have not get any response from then. I have all the documents and paid receipts. Please help me.
