Handset Getting reboots on it's

My Vodafone no is 9925028514.My BalckBerry Handset 8310 is not working so was give in service as on 29/07/09. Till today i can not get my handset and i received bill for the period of 07.07.09 to 06.08.09 Even i am not use my services how can i pay for it?
