Misusing the public money

Hi, I here by stating that as the citizen of india i lived around bangalore location and most probobly use public transport which is bmtc. My complaint is that when we get into the bus the conductor charges some fee to issue tickets here what happened is for example: if the ticket cost 4rupees the conductor receives 3rs from the public without issuing the ticket where this money will go to his pocket which we can tell in the better word called black money. This happens in the daily basis with lots of public money being misused and no checking authority have visiting frequently if this continues the government will loose lots of public money which can also useful for further development. Plz take necessary steps so that we can eradicate this completely so the duty can be followed
