Not stopping bust @busstops

At the newly constructed busstop opp. ubi, basaveshwarnagar- the above mention route driver think they need not have stop the bus in the said stop inspite of seeing people waiting there

it is surprising to see the weird happyness the faces of these drivers for not stopping the bus and driving past, letting people to wait for ever. I feel there is no authority to instruct them. What the bmtc authority is doing and why wasting money to construct new busstops if the employees are not trained to stop the bus at these stops
