LPG Cylinder left undelivered even after 13 days of booking

I sent two SMSes to The Local distributor namely-Kalyani Gas Service on 11th Apr and again on 23 Apr at their number 09235407034 but even today on 25 Apr the cylinder is not delivered. Please look into the matter. My connection Number is KG-9349.
The distributor is very dishonest..., while in the black market the cylinder is easily available... please look into the matter... will i have to complain each time i need a cylinder?
