Delay in Delivering Cylinders

I have taken gas connection from Basveshwara Gas agency, Yelahanka. My consumer number is 26341. I booked my gas cylinder on 12th August. Every day, after the first week of booking I'm trying to get in touch with them, but no body picks up the phone. And if somebody does respond, they are very rude and don't reply properly. I have been facing this for the past 6 years.

Many people have also seen the cylinders being sold illegally to hotels and other places for a very high price. Is there some one who can check on these issues? We are having a tough time. Help.
